If the universe operated on karmic principle as suggested by some Eastern Asian mystics, then this video would undeniably be proof…of nothing. The reason being is that while this video seems to display a sense of karma, there are a plethora of incidents out there that don’t seem to operate on karma — the ‘knockout game’ comes to mind. However lack of evidence is not evidence of absence. The universe may operate on a karmic principle and this video may be evidence of karma at work, but it’s not the 100%, smoking gun shred of evidence. In fact, it could be the contrary. In order to ensure if this video is indeed evidence of karma, you would have to attempt to replicate this feat (a bully picking on someone else) thousands of times, and if a result like this occurred in a statistically significant number, then humanity could assume that there is indeed a thing called karma and this video would be evidence of it.
